Linewide Rail Systems Design for SRL East

KBR has been awarded a role in the Linewide Alliance for the Suburban Rail Loop (SRL) East project in Melbourne, contributing comprehensive rail infrastructure and systems design for the first stage of Australia’s largest urban rail program.

SRL East: foundation of an orbital rail network
The Suburban Rail Loop is a 90 km orbital rail project intended to connect Melbourne’s major radial train lines, link key employment and education precincts, and support long-term metropolitan growth. SRL East represents the first delivery stage and comprises 26 km of twin underground tunnels and six new stations between Cheltenham and Box Hill.

According to project plans, SRL East is designed to support higher-density, transit-oriented development, with up to 70,000 new homes planned near stations alongside improved access to jobs, services, and public infrastructure. The corridor design also integrates upgraded open space, active transport links, and essential utilities.

Linewide Alliance scope and structure
The Linewide Alliance—comprising John Holland, Alstom, RATP Dev, WSP, and KBR—is responsible for the linewide systems package that underpins safe and efficient metro operations. This package includes tunnel fit-outs, rolling stock integration, and the construction of depot and maintenance facilities, forming the operational backbone of SRL East.

Unlike civil tunnelling works, the linewide scope focuses on systems, interfaces, and long-term operational performance, requiring close coordination across disciplines and suppliers.

KBR’s design and systems responsibilities
KBR, working alongside WSP as Designer Non-Owner Participants, is leading comprehensive design services and contributing to alliance-wide management and coordination. KBR’s infrastructure design scope spans multiple critical systems, including track, overhead line equipment, drainage and overland flow, tunnel portals, civil works, and building structures and services.

In addition, KBR is responsible for high-voltage and low-voltage power systems, cable containment, systems integration, and safety assurance. These elements are central to ensuring that rolling stock, signalling, power, and station systems function as an integrated whole across the corridor.

Systems integration and safety assurance
A key technical challenge in large underground metro projects is managing interfaces between civil works, rail systems, and operational assets. KBR’s scope includes systems integration and safety assurance activities intended to align design, construction, and operational requirements.

This approach supports predictable commissioning and long-term reliability, particularly for high-frequency metro operations where system availability directly affects network capacity and passenger outcomes.

Role within Melbourne’s rail transformation
SRL East is positioned as a city-shaping project rather than a standalone rail line, with its design closely linked to land use, accessibility, and community development outcomes. The linewide systems package plays a decisive role in translating tunnel and station construction into a fully operational railway.

Within this context, KBR’s appointment reflects the increasing emphasis on integrated, digitally enabled rail system design as urban rail projects scale in size and complexity. By combining multidisciplinary engineering with alliance-based delivery, the SRL East project illustrates how major metropolitan rail programs are structured to manage risk, interfaces, and long-term performance across the full rail lifecycle.
